District 181’s newly approved advanced learning plan, paired with the federally mandated implementation of new Common Core curriculum, will add more than $520,000 in new costs to the district’s budget over the next four school years, according to financial projections provided by district administration.

The administration projects implementation of the advanced learning plan will cost $283,600 in 2013-14, but most of the expenses are not considered to be incrementally new. Common plan time and professional development for staff new to teaching Algebra, the resulting substitutes, and stipends for those performing the staff training—$217,100 total—are all costs that will be paid for either by reallocating other funds or by dipping into the budget’s staff contingency.
Only $51,500 in instructional coach training and $15,000 for an advanced learning consultant are considered “new” costs in 2013-14.
The total cost of the advanced learning plan is expected to dip significantly in 2014-15, down to $189,000 ($34,000 in new costs). That total will go down to $162,000 in 2015-16 ($7,000 new), and to $157,000 in 2016-17 ($2,000 new).
The coaching, assessments, and curriculum resources needed to implement Common Core standards will cost $629,800 in 2013-14, the administration says, but only $159,000 of those costs will be new. The total Common Core cost will rise to $694,000 in 2014-15 ($234,000 new), then lower to $444,000 in 2015-16 ($9,000 new) and $544,000 in 2016-17 ($9,000 new).
When combined, the incremental costs associated with implementing the advanced learning plan and the Common Core standards will total $225,500 in 2013-14, $268,000 in 2014-15, $16,000 in 2015-16, and $11,000 in 2016-17.
