Illinois House Votes to End Concealed-Carry Ban

A law that would end Illinois' status as the last state in the nation without concealed-carry provisions passed the House with enough votes to override a likely veto.

By an 85-30 vote, the Illinois House moved on Friday to approve a law allowing certified residents to carry concealed firearms, which would end Illinois' status as the only state in the nation to completely prohibit carrying guns in public. According to Reuters, the "shall-issue" law, supported by Democratic Speaker Michael Madigan, mandates that concealed-carry permits be issued to Firearm Owners Identification Card-holders who have completed 16 hours of training; it maintains the ban on firearms in many places, including government buildings, schools, stadiums and bars. Village Manager David Cook Leaving Hinsdale After 23 Years of Service

Cook, who has been the village's top administrator for the last seven years, will serve through the end of July. Village President Tom Cauley said the search for Cook's replacement has already begun.

Hinsdale village manager David Cook will leave his post at the end of July for a new job as executive director of the Intergovernmental Personnel and Benefits Cooperative (IPBC) after he and the village's board of trustees were unable to agree on a contract extension. Cook has worked for the Village of Hinsdale for 23 years and has served as village manager for the last seven.  "It’s definitely bittersweet, there’s no question," said Cook, pointing out that he's spent nearly half his life working for the village. "There comes a point in life where it’s time to open new doors and take new challenges." Garfield Crossing Approval 'Monumental Event' for Hinsdale, Cauley Says

The Village of Hinsdale Board of Trustees gave its unanimous support for the two-story mixed use development only after a special licensing agreement was reached with the property owner.

After months of discussion based on drawings and renderings, the Garfield Crossing project got the Village of Hinsdale Board of Trustees votes it needed Tuesday night to become a reality. Village trustees voted unanimously to approve the site plan and exterior appearance of the two-story mixed-use development set to occupy the vacant property at the southwest corner of 1st and Garfield streets, but only after a heated discussion about a special agreement that was tied to the approval regarding the village's ability to investigate the development an alley behind the building. “We’re very excited to get this project up and going,” property owner Clay Naccarato said of the Garfield Crossing development after the board’s vote. Tea Party Group Protests Outside IRS Office in Downers Grove

Dozens rallied along Butterfield Road on Tuesday following revelations that the Internal Revenue Service placed additional scrutiny on the tea party and other conservative groups.

Dozens of tea party activists rallied outside the Internal Revenue Service office in Downers Grove on Tuesday to protest the tax agency's improper targeting of conservative groups. The crowd stood along Butterfield Road, just outside the Esplanade office building, for more than an hour, waving "Don't Tread on Me" flags and chanting anti-IRS slogans. Some activists held signs calling for the IRS to be abolished and likened the agency's actions to Nazi Germany. The bill, sponsored by Senate Minority Leader Christine Radogno (R-Lemont), would prohibit all teens 17 and younger from using UV tanning beds.

Legislation to ban minors from indoor tanning beds was sent to Gov. Pat Quinn on Tuesday after being approved by the Illinois Senate. House Bill 188, sponsored by Senate Minority Leader Christine Radogno (R-Lemont), would ban Illinois minors age 17 and younger from UV tanning beds. Currently, minors ages 14 to 17 are allowed to tan if they provide a parent's signature. Spray-on tanning is exempt from the legislation, as is phototherapy, which applies to situations where a physician supervises tanning when it is necessary to treat a medical condition. Medical Marijuana Bill Passed by Illinois Senate; Quinn Last Hurdle

Passed by a 35-21 vote, the bill now goes to the desk of Gov. Pat Quinn, who has not yet said whether he intends to sign it.

By a vote of 35-21, the Illinois Senate approved legislation on Friday that would allow doctors in the state to prescribe marijuana as pain relief for severe medical conditions. The bill now goes to Gov. Pat Quinn for his signature. According to the Chicago Tribune, the bill covers 33 specific conditions—including multiple sclerosis, cancer and HIV infection—and includes several controls, with a four-year trial program, dosage limits, fingerprinting, background checks and licensed dispensing centers. “This bill is filled with walls to keep this limited,” the paper quoted sponsoring Sen. DuPage's FEMA Flood Disaster Center Opened in Lisle; Assistance Available

DuPage County residents affected by the mid-April flooding can apply for assistance via the Internet, phone or by going to the Lisle Police Department in person.

The following is a press release from DuPage County: DuPage County Board Chairman Dan Cronin urges residents affected by the recent flood to apply for federal assistance to help alleviate expenses incurred in the recovery process from the April storms. “More than 9,000 DuPage County homes and businesses received extensive damage to their properties from the  April flood. In an effort to help relieve some of the financial burden, the federal government is providing grants and low-interest loans to help cover some of the uninsured costs endured by families. Homeowners who sustained flood damage may now apply for FEMA assistance.

President Barack Obama on Friday issued a Disaster Declaration for DuPage County, along with several other counties in Illinois. Residents affected by the recent flooding may now apply for assistance online at www.disasterassistance.gov, or by calling (800) 621-FEMA (3362). Immanuel Hall Zoning Dispute: Hinsdale Residents Speak Out

Numerous Hinsdale residents with an opinion on the current uses of Immanuel Hall and whether or not they conform with the building's special-use permit took to the microphone Wednesday night.

The Hinsdale Historical Society's proposed amendment to Immanuel Hall's special-use permit went in front of the Hinsdale Plan Commission Wednesday night for a public hearing. The amendment would expand the allowable uses of Immanuel Hall, which brought out neighbors of the building who opposed the amendment, and historical society members and supporters who pushed for it.  Read Patch's coverage of the public hearing here.
